Segfault on invalid config

Configuration file parsing may generate a segfault. Attached file will crash radsecproxy-1.6-rc0 and most probably earlier versions as well.

This isn't too nice, but please note the following text in the documentation:

      Also note that some block option values
      may reference a block by name, in which case the block name must
      be previously defined.
