Generate F-Ticks hashing key as part of installation

In relation to F-Ticks reporting (RADSECPROXY-16) it's been suggested (by Glen Turner) that the key for hashing MAC addresses could be generated at install time, see https://postlister.uninett.no/sympa/arc/radsecproxy/2011-04/msg00006.html .
