pwdencrypt() is broken

Ralf Paffrath debugged pwdencrypt() and found that it doesn't work as intended, see https://postlister.uninett.no/sympa/arc/radsecproxy/2010-04/msg00012.html .

TODO: Should probably be merged with pwddecrypt().
